Lt. Col. Ryan Martin is an Army Acquisition Corps officer serving as the product manager for the Integrated Personnel and Pay System – Army (IPPS-A) Increment II (Inc. II) — within PEO Enterprise’s IPPS-A portfolio.

Prior to joining PEO Enterprise — then known as PEO EIS in April 2023, Martin served as a legislative liaison and defense fellow for Rep. Mike Rogers (R-AL), chairman of the House Armed Services Committee.

Martin has held numerous command and staff positions during his 19 years in the Army. In 2013, he transitioned from the Signal Corps to the Army Acquisition Corps, where he served as a contracting and program management officer heavily focused on software acquisition. He has held acquisition assignments in both the conventional and special operations forces with the Army Contracting Command – Aberdeen Proving Ground; Program Executive Office – Intelligence, Electronic Warfare and Sensors; and the U.S. Special Operations Command’s Program Executive Office — Special Operations Forces Warrior.

Martin served as a signal officer for eight years with the 3rd Infantry Division and 7th Special Forces Group (Airborne). During his operational assignments, he deployed to Iraq three times and once to Afghanistan. During those deployments, he executed a wide breadth of operations, including communications support, tactical patrolling, combat advising and economic reconstruction missions.

Martin’s military training includes completion of the Signal Basic Course, Signal Captains Career Course, Army Basic Contracting Course, Army Acquisition Basic Course, Command and General Staff College and the Army Intermediate Program Manager Course. He holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management and a professional-level certification in Contracting, as well as a Program Management Practitioner certification.

Martin obtained a bachelor’s degree in business from Washington and Lee University in Lexington, Virginia, and two master’s degrees — one in IT management from Webster University in St. Louis, Missouri, and another in professional studies in legislative affairs from George Washington University in Washington, D.C.

Martin's awards and decorations include the Bronze Star Medal with two oak leaf clusters, the Defense Meritorious Service Medal, the Meritorious Service Medal with three oak leaf clusters, the Army Commendation Medal with one oak leaf cluster, the Joint Service Achievement Medal, the Army Achievement Medal with two oak leaf clusters and the Parachutist Badge.
