PEO EIS Holds Change of Charter Ceremony for Defense Integrated Business Systems

On June 14 — the day the Army celebrated its 247th birthday — PEO EIS held a change of charter ceremony for its Defense Integrated Business Systems (DIBS) project management office (PMO). DIBS is the acquisition portfolio responsible for developing, acquiring, integrating, deploying and sustaining enterprise-wide financial, procurement and logistics capabilities to support the Army’s current and future missions.  

EIS Program Executive Officer Ross Guckert, host of the ceremony, presented outgoing DIBS Project Manager Col. Donald L. Burton with the Legion of Merit for exceptionally meritorious service over his nearly four years of leadership at the PMO. Burton was recognized, in particular, for his successful management of several enterprise resource planning (ERP) system migrations to the cloud — including the Army’s huge financial system known as the General Fund Enterprise Business System — and his oversight of key organizational changes designed to consolidate Army ERPs in the DIBS portfolio.

Burton was a 2022 Federal 100 winner earlier this year, noted Guckert, who added that he was “thrilled to have supported [Burton’s] successful nomination for the well-deserved award.”

For his part, Burton, who will be assuming a new role as director of the Defense Contract Management Agency Army Portfolio Division, thanked a variety of people, including his fellow leaders and workforce.

“What I would tell you is, at the end of the day, that’s where the rubber meets the road,” he said. “These individuals work tirelessly day in and day out to deliver capabilities, and they’re always going the extra step.”

EIS’ new DIBS project manager is Kevin Curry, whom Guckert welcomed back to EIS following his yearlong participation in Enhanced Command Preparation training. The training program is designed for upward-moving acquisition leaders to acquire all the knowledge and real-world experience necessary to hit the ground running when they assume a project management position at EIS.

“It was because of Kevin’s vast experience, steady leadership and ability to roll with the punches that I knew he would make a great trailblazer this past year in testing out our new Enhanced Command Preparation Program established in collaboration with ASA(ALT),” said Guckert.

Previously, Curry held other leadership roles at EIS, worked at the Army Medical Materiel Agency and served in the Army for over 23 years.

Curry expressed enthusiasm about working with Burton’s team at DIBS.

“I will have an amazing team of professionals,” he said. “Together we will continue to do great things.”
