Re-designation ceremony caps GFEBS’ transition to DIBS

The General Fund Enterprise Business System (GFEBS) project office was lauded for its accomplishments during an October 20 ceremony symbolically re-designating it as Defense Integrated Business Systems (DIBS).

Marty Zybura, deputy project manager for DIBS, kicked off the virtual ceremony by providing historical background on GFEBS and its recent successes. He credited the project office with overseeing the replacement of more than 80 legacy systems with a single financial asset and accounting management system designed to standardize, streamline and share critical data across the Army enterprise. Zybura highlighted the system’s deployment to 37 organizations at 227 locations in 71 countries — including the Navy’s Bureau of Medicine and Surgery, Walter Reed National Military Medical Center and the Defense Health Agency —as well as for being the first enterprise resource planning (ERP) system to fully migrate to the cloud in July 2020.

“DIBS will continue to move forward with the mission,” he said.

Following the unveiling of the DIBS logo, PEO EIS program executive officer Ross Guckert recognized “the force behind the project office — the Soldiers, the civilians, the contractors who make up this organization and the great work they’ve done.”

“While GFEBS begins a new chapter that will take the business systems into the future, today is about recognizing the team, past and present, that’s made our flagship financial system a success,” he said.

Guckert went on to explain that the DIBS re-designation was “much more than a name change.”

“We’re continuing to focus on modernizing the Army’s business and financial systems to achieve unparalleled readiness in direct support of the Army’s modernization and readiness requirements,” he said.

Following Guckert’s remarks, DIBS project manager, Col. Donald Burton, explained the reasoning behind the name change, when the name GFEBS is “synonymous with success.”

“What I would tell you is that the name no longer justifies the great accomplishments and work that’s being done in this portfolio,” said Burton. “It’s very simple. The diverse background of this portfolio and all the work it provides to the Army. … We had to change the name to Defense Integrated Business Systems to show all the great work we do.”

The DIBS project office currently encompasses four programs: Army Training Information System, Army Contract Writing System, Logistics Modernization Program and GFEBS (combining the former GFEBS Development and Modernization, and GFEBS – Sensitive Activities programs).
