PEO Perspective July 2022
HEADQUARTERS LEADERSHIP CHANGES
Summer has just begun, and it's already been a busy season filled with transitioning leaders here at PEO EIS. Of the first order, Army Data Analytics and Platforms (ARDAP) Project Manager Col. Rob Wolfe will join the headquarters team as the acting Deputy PEO this month.
Over the past year, developmental assignments to the position of Deputy PEO have afforded senior Civilians an opportunity to learn and develop critical leadership skills. I'm grateful to John Howell, Lee James, and Marty Zybura for stepping up to the challenge, and for the teams who stepped up behind them to ensure interrupted capability.
I'm excited to welcome Rob to this role for the next few months. He's excelled at all levels of leadership, bringing Army Vantage from concept to reality and helping the organization solve tough problems; and as the project manager for ARDAP, he’s helped spearhead our portion of the Army's data priorities as it moves to a data-centric environment.
Deputy PM Jen Potts will serve as the acting project manager for ARDAP, and I have no doubt that Jen will excel in the role. I believe that change is a positive force within an organization, opening new opportunities for our talented workforce, and I look forward to the months ahead.
John Howell, Assistant PEO for Business Mission Area, will assume the role of Chief of Staff, previously held in an acting capacity by Ken Wojcik, director of plans and operations.
I am grateful to John and Ken for again stepping into challenging but critical leadership roles that will continue to benefit the organization through close collaboration with the program offices and Army leadership, and in the care and management of our Military and Civilian workforce.
GFIM CHANGE OF CHARTER
It has been a busy change of charter season at PEO EIS, but we still have a few more changes to highlight. On July 12, JT Craft will transition the charter for the Product Lead Global Force Information Management (GFIM) to Richard Eva. JT has led GFIM, part of the ARDAP portfolio, since 2020. Rich Eva is a familiar figure around PEO EIS, having previously held leadership roles in Acquisition Logistics and Technology Enterprise Systems and Services (ALTESS).
I know Rich will continue the seamless support that GFIM and JT have provided to combatant commanders through insights into the types of Soldiers and equipment required to support their mission.
ARMYIGNITED
Keith Baylor, most recently product lead for Automated Movement Information Systems (AMIS), takes the helm this month at the newly stood up Product Lead ArmyIgnitED
ArmyIgnitED, formerly GoArmyEd, is the financial management system providing funds for Soldiers’ and Army Civilians’ tuition assistance and credentialing assistance for higher education and professional development.
PEO EIS stood up an ArmyIgnitED program office under Project Manager Defense Integrated Business Systems to lead the development of the ArmyIgnitED solution.
Delivering a fully functional tuition assistance portal to help Soldiers and Civilians achieve their educational and career goals is a top Army priority.
EBS-C PPON
In late June, Army Contracting Command – Rock Island released a DRAFT Prototype Project Opportunity Notice (PPON) and Statement of Need to receive industry comment and feedback on the Army's approach for an Enterprise Business Systems – Convergence (EBS-C) Prototype Project. The DRAFT notice is here: https://sam.gov/opp/8e63a6ebdece472ba660bb703434d71e/view
The Army plans to use best-of-breed from Industry to deliver a single, integrated converged solution in an agile fashion. It will converge the capabilities of five separate business systems:
* General Fund Enterprise Business System (GFEBS)
* GFEBS – Sensitive Activities (GFEBS-SA)
* Global Combat Support System – Army (GCSS-Army)
* Logistics Modernization Program (LMP)
* Army Enterprise Systems Integration Program (AESIP) Hub
In addition to the DRAFT PPON, the Army has included a Request for Information (RFI) Template for Industry (PPON Attachment 0000) to provide responses to seven Question Topics related to this notice. Industry should use the Question Template (PPON Attachment 0001) to submit any questions or comments. The RFI responses and questions are due by 1 p.m. ET on July 29.
PEO EIS will host an EBS-C Industry Day after the Army receives industry responses to the RFI, i.e., after July 29. Details about the upcoming Industry Day will be posted here: https://sam.gov/opp/8e63a6ebdece472ba660bb703434d71e/view
FOURTH OF JULY
Our nation will celebrate its 246th birthday on July 4. Independence Day honors our nation's founders who developed and adopted the Declaration of Independence. Today, America's Soldiers carry the patriotism and ideals of our country's founders with them as they serve our nation and defend liberty at home and around the world. We honor them and thank them for their sacrifice as we celebrate our nation’s birthday!
Thank you for your support to Soldiers, the U.S. Army — who also just had a birthday — and our nation.
I look forward to seeing many of you next month at AFCEA TechNet — stay tuned to this space for more details!
Connecting the Army. Working for Soldiers.
