Born in Fort Knox, Kentucky, Maj. Stuart Anderson grew up in an Army family committed to serving others. Anderson, the Department of the Army Systems Coordinator (DASC) for the Integrated Personnel and Pay System — Army (IPPS-A) Increment II and Operational Medicine and Information System – Army (OMIS-A) programs, enjoys helping people solve problems. “As a former assistant program manager, I understand the pressure to get stuff done and make progress,” Anderson said. “I try to make myself a Swiss Army knife by being as useful to leaders as possible.”

Daryl Lewis is the deputy project manager (DPM) for Defense Integrated Business Systems (DIBS) at PEO EIS — a role he assumed in August 2022 after being in the Department of the Navy for most of his career.

Elissa Zadrozny is the product lead for Logistics Information Systems at PEO EIS. She recently assumed that role after serving as deputy product director for Army Human Resource Systems (AHRS) at EIS for nearly four years.

Steve Reichard, product lead for Medical Communications for Combat Casualty Care (MC4)/Operational Medicine Information Systems – Army (OMIS-A), manages a team of 46 people transforming how the Army develops, tests and delivers health IT capabilities to Soldiers deployed overseas. 

"When I joined IPPS-A eight months ago, we were figuring out how to start building in Agile," said Cpt. Chad Bell, an Agile Release Train (ART) leader supporting the Integrated Personnel and Pay System – Army (IPPS-A) Increment II program. "Now, it’s a muscle memory. The ART teams know — two-week increments and demo. They know we all are going to plan and collaborate to figure out what we are going to work on."

Rachel Phillips is the deputy product lead for Foreign Military Sales – Army Case Execution System (FMS-ACES) at PEO EIS — a role she assumed in January 2023.

“The Army’s Agile journey requires a mindset that is open to change,” said Billy McCain, product support manager for the Integrated Personnel and Pay System – Army (IPPS-A) program portfolio. “I consider myself a change agent. Technology is constantly evolving, and we must be open to analyzing these emerging technologies to improve our cost, schedule or performance.”

A systems engineer with more than 25 years of IT experience, Andrew Parr leads the cloud, facilities engineering and systems engineering teams at the Acquisition Logistics and Technology Enterprise Systems and Services (ALTESS) product office in Radford, Virginia.

Rosanne Fiorelli, a budget analyst with the Reserve Component Automation System/Force Management System (RCAS/FMS), will celebrate 50 years of service as a Department of the Army civilian employee on Nov. 26, 2023.
