GFIM Product Office Holds Change of Charter

On July 12, 2022, PEO EIS’ Army Data and Analytics Platforms (ARDAP) held a change of charter ceremony for its Global Force Information Management (GFIM) product office at the Fort Belvoir Community Center. Col. Robert Wolfe, project manager for ARDAP, hosted the ceremony that saw outgoing GFIM Product Lead JT Craft pass the acquisition flag to Richard Eva and welcome him to his new role.

During the event, Craft was honored with a Commander’s Award for Civilian Service for his leadership of GFIM from October 2020 to July 2022. As the product office’s first leader, he built the program from the ground up and led the team responsible for providing an integrated, interoperable data initiative platform to supply authoritative dynamic force structure and employment data for the Army. Several significant events happened during his tenure — most notably, the award of two distinct contracts to support GFIM and the Army Test and Evaluation Command Integrated Mission Management System.

Craft served each day with a continual focus on his mission and people, and was a living example of his daily mantra: “I can do that!”

Wolfe, during his ceremony remarks, noted Craft’s commitment to service and excellence, exemplified by his 30 years in uniform for the Army and his time at EIS. Craft’s career has included combat tours, work at the Defense Contract Management Agency, and — within the acquisition space — service as project manager for Mine-Resistant Ambush Protected Vehicles.

“With GFIM, JT had a difficult job of standing up a new product office, and in the beginning, he was a team of one,” said Wolfe. “It was a huge challenge, but he got after it, hired a strong team and built a noteworthy program of record. Leadership is just what he does.”

Craft is moving to Huntsville, Alabama, to lead a hypersonic research team at Redstone Arsenal.

As the new product lead for GFIM, Eva is responsible for managing the effort to automate the Army’s core deploy-to-redeploy and retrograde business processes.

His most recent experience includes serving as acting product lead for EIS’ Army Enterprise Systems Integration Program (AESIP) Hub from October 2021 to June 2022. Prior to joining AESIP Hub in 2016, he served since 2005 as deputy director and later director of EIS’ Acquisition, Logistics and Technology Enterprise Systems and Services product office in Radford, Virginia.

Wolfe welcomed Eva to his new role. “We are so glad that he has stepped up to serve in this capacity — we believe he is the right leader with the right skills at the right time for this job,” said Wolfe.
