U.S. Army announces new Marketplace for the Acquisition of Professional Services contract
Fort Belvoir, Va. – U.S. Army Program Executive Office Enterprise Information Systems’ (PEO EIS) Enterprise Services Project Management Office — in partnership with Army Contracting Command Aberdeen Proving Ground (ACC-APG) — today announced the consolidation of the Information Technology Enterprise Solutions 3 – Services (ITES-3S) and Responsive Strategic Sourcing for Services (RS3) follow-on contracts.
The newly merged contract, known as the Marketplace for the Acquisition of Professional Services (MAPS), will be a multiple-award, indefinite delivery/indefinite quantity acquisition vehicle that combines the strengths of ITES-3S and RS3, offering a more efficient and effective way for the Army, DOD and federal agencies to procure knowledge-based professional services. These services include a variety of IT and engineering services ranging from cybersecurity, program management, and business process reengineering, to research, development, testing and more.
"One of my biggest priorities is continuing to build a culture and team of experts who recognize the importance of critical thinking and collaboration,” said Danielle Moyer, executive director, ACC-APG. “The creation of MAPS is a great example of the government seeing the potential to bring efficiencies together and communicating its ideas to our industry partners early. Over the last four months, we sought out and read hundreds of responses from industry, which confirmed our thoughts. Reducing duplication of effort, while saving the government and industry both time and money, made this decision a no-brainer."
For current and prospective industry partners, the consolidated acquisition vehicle will provide benefits as well. Vendors will no longer need to be on both the ITES-3S and RS3 contracts — reducing duplication and making it easier for them to reach their target markets. MAPS will be the Army’s single source for professional services, while providing multiple NAICS codes to ensure acquisition categories best align to requirements.
“We gathered feedback from our government customers and vendors and are now creating MAPS to maintain flexibility and grow as fast as industry and technology will allow,” said Reg Shuford, project director for Enterprise Services at PEO EIS. “This contract will be the next wave to decrease the flash to bang from requirements to delivery.”
Both the ITES-3S and RS3 contracts are set to expire in 2027, which is when MAPS — a $50 billion,10-year acquisition vehicle — will officially replace them. Given the existing contracts’ similar timelines, offerings and acquisition strategies, it made fiscal sense for the Army to simplify the procurement process, reduce redundancies and provide a comprehensive solution from one digital portal. The new contract also aligns with the Army’s ongoing digital transformation and efforts to implement Agile throughout the acquisition process.
PEO EIS' Enterprise Services, which is performing as the program office while ACC-APG serves as the contracting office, plans to host a MAPS Industry Day by the end of 2024.
