PEO Perspective: July 2021
July promises to be another transformational month at PEO EIS as our Army Training Information System (ATIS) product office migrates from our Defense Integrated Business Systems (DIBS) portfolio to our Army Data and Analytics Platforms (ARDAP) portfolio, and as our change of charter season continues apace! Before highlighting upcoming leadership moves, I’d like to take this opportunity to welcome Marty Zybura as our new acting chief of staff. Marty, who until now has served as deputy project manager for DIBS, was selected for this 120-day developmental assignment until the permanent position is filled. In the interim, Bob Zoppa will assume deputy responsibilities for DIBS until a permanent selection is made. Congratulations to both Marty and Bob!
JULY LEADERSHIP MOVES
On July 9, Lt. Col. Dakota Steedsman will join us as product manager for Cyber Analytics and Detection, which is part of our Defense Cyber Operations (DCO) portfolio. He will replace Lt. Col. Leilani Tydingco-Amarante who has been selected for promotion and is going to work as the military deputy to the deputy assistant secretary of the Army for plans, programs and resources. Dakota previously served as an operations officer for a special mission unit with the Special Management Division at the Pentagon.
Tim Hale will assume the role of product manager for ATIS during a July 15 assumption of charter ceremony. Tim, who until recently served as product director for Acquisition, Logistics and Technology Enterprise Systems and Services, will take over for Christie Murphy, who has been serving in an acting capacity while also continuing her permanent role as deputy product manager.
Also within our DCO portfolio, Andy Strand will relinquish the charter for Allied Information Technology on July 16. Andy will be attending Senior Service College, and his position is being externally competed.
That same day, Preston Hayward — who presently serves as deputy product lead at Computer Hardware, Enterprise Software and Solutions — will assume the role of product lead for ARDAP’s Enterprise Business Systems – Convergence. He is taking over for Jeannie Winchester who is headed for Senior Service College.
Finally, on July 29, Lt. Col. Bradley Son will join us as product manager for DCO’s Cyber Platforms and Systems. Brad just finished up an MBA at George Mason University and is making his second appearance at PEO EIS, where he previously was an assistant product manager for IPPS-A Inc. II. He takes over for Lt. Col. Michael Lind who is retiring.
Congratulations everyone!

Acting Army Acquisition Executive Visits PEO EIS
We were pleased to host Mr. Doug Bush — who serves as both the Acting Assistant Secretary of the Army for Acquisition, Logistics and Technology, and as the Acting Army Acquisition Executive — at our Fort Belvoir headquarters on June 25. During his visit, we provided him with an introduction to some of the key programs within our Business Mission Area, including the Accessions Information Environment, the Army Contract Writing System, Army Vantage, Enterprise Business Systems – Convergence and Integrated Personnel and Pay System – Army. We appreciate the time Mr. Bush took to learn about these critical programs and look forward to welcoming him back for a future review of our networks, cyber and services portfolio.
UPCOMING EVENT OF NOTE
TechNet Augusta
After participating in AFCEA’s TechNet Augusta Virtual Solution Series earlier this year, we are looking forward to attending the in-person TechNet Augusta Conference and Expo from August 16-19. We are still firming up specific plans, but it’s virtually guaranteed that PEO EIS will have an active and multi-faceted presence there.
Have a happy, safe July 4 celebration and month ahead!
