“My job involves helping people, which is the best part about it,” said Karen Monahan, a contracting expert who possesses a rock-solid understanding of Army regulations and policies. In a typical day, Monahan doles out business advice to PEO EIS program offices about contracting, pricing and source-selection requirements in the Federal Acquisition Regulation and Defense Acquisition Regulation Supplement. She also manages the source-selection process for professional-services contracts, evaluates contractor performance and updates the PEO EIS procurement forecast. We asked Monahan, today’s #PEOEISTeammateTuesday, eight questions about her career and life.

As part of the Army’s ongoing effort to modernize and enhance the service’s readiness, it is currently upgrading one of its most pivotal communication and logistics processes — the Total Asset Visibility (TAV) In-transit Processing Station – Write (TIPS-Write) software platform.  

“Part of my job includes understanding where technology is headed and what innovative solutions can enhance the Army network,” said Bob Carroll, lead engineer for the Defense Communications and Army Transmission Systems (DCATS) project management office in PEO EIS’s Enterprise Information Environment Mission Area.

PEO EIS’s Acquisition Innovation Directorate (AID), formerly known as Director, Acquisition and Systems Management/Strategic Initiatives Group (DASM/SIG), recently changed its name to more clearly reflect how team members assist PEO EIS and its program managers.

By this summer, the first Army civilian to participate in PEO EIS’s Enhanced Command Preparation (ECP) program —organized in collaboration with the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)) —will graduate and assume command of a project management office (PMO) at EIS.

Effective Feb. 1, 2022, PEO EIS’s Director, Acquisition and Systems Management/Strategic Initiatives Group (DASM/SIG) has a more concise and descriptive name: the Acquisition Innovation Directorate (AID).  

The U.S. Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, Illinois, in accordance with the Army Computer Hardware, Enterprise Software and Solutions (CHESS) product office under Army Program Executive Office Enterprise Information Systems (PEO EIS), finalized modifications to 120 vendors on its Information Technology Enterprise Solutions – 3 Services (ITES-3S) contract vehicle on Jan. 5, 2022.

“I leverage technology so the Army can execute better, stronger and faster,” said Balinda Moreland, technical management division chief for the Defense Integrated Business Systems program within PEO EIS’s Business Mission Area. “I like to compare my job to ‘The Six Million Dollar Man,’ an old TV series about using technology to build the world’s first bionic man — better, stronger and faster than he was before.”
